HAGATNA Guam - The protracted battle between the United States District Court and the government of Guam over the Consent Decree ordering the closure of the Ordot Dump continues. The government was ordered by the court on Feb. 13 to begin making weekly payments of about $1 million for the purpose of funding the Consent Decree projects. The first payment was due March 2 but GovGuam did not meet the deadline and instead filed a motion requesting the court to reconsider its order . . .
