About three dozen boat operators in the Northern Mariana Islands may find themselves unable to work legally due to a new federal security credential for which they are not eligible.By April 15 every worker with unescorted access to secure areas of U.S. vessels and port facilities in the Guam Captain of the Port Zone and all mariners holding U. S. Coast Guard credentials will be required to carry a Transportation Worker Identification Credential or TWIC in accordance with the Maritime Transportation Security Act of 2002 and the SAFE Port Act of 2006.
