Guam's landfill fiasco is an example of government at its lethargic worst. The inability of the government during the better part of the last three decades to close the Ordot Dump and open a new landfill is inexcusable. The United States Environmental Protection Agency first cited the dump's effect on the Lonfit River in 1986 and to this day the only steps taken to solve the community's landfill problem have come as a result of court orders and have been taken reluctantly at that . . .
