Telecom bill rings loudly

HAGATNA Guam - Controversy hit Guam's highly competitive telecommunications market when Sen. Tina Muna-Barnes and Sen. David L. G. Shimizu of the 29th Guam Legislature introduced Bill No. 391 on Nov. 20. The bill "An act to provide a more level playing field for the telecommunications industry on Guam creating competition within the industry for the benefit and commonwealth of island consumers" is seen as addressing the concerns of GTA about the requirements put on it as the incumbent local exchange carrier by the Guam Telecommunications Act of 2004 . . .
