Harold L. Allen was raised on Guam receiving his primary education from elementary through his graduation from George Washington High School in 1958 on-island. He attended the Territorial College of Guam in Mongmong before transferring to University of Redlands in Calif. where he completed his bachelor's in science in 1962. He achieved his master's and doctoral degrees from Michigan State University in the interdisciplinary field of limnology (aquatic ecology) in 1967 and 1969 respectively.
